Housing Benefit newbee

I'm helping son's ex-partner + grand-daughter with findng a suitable home after their split. Had to leave the last place as LLord wouldn't play ball and she now lives with her Mum in a 1 bed flat. Council have put her in Band B for housing which is, I am told, the highest unless you are actually homeless. 2nd option is HB for a private let.

I'm not used to housing benefit at all and actually neither is she. 2 agents have said that its not the HB stigma that worries LLords but the fact that the council undertake frequent eligibility checks that can delay payment of rent. Can anyone expand on this please ?
