What is this paper between double glazing units and frame?

Hi, our house was built in about 2004. We bought it in 2011.
I want to paint the front door and door frame.
The four glass panels set in the white frame are double glazed units about 5mm thick. There is what appears to be a few millimeters of paper between the frame and the glazing unit. The paper breaks or tears very easily on touching. There is also a black rubber seal.
For neatness I want to remove that paper. A sharp blade carefully run along the edge of the frame should do that.
Is there any reason why I shouldn't do that? Should it have been tidied up on installation?
The two glazed units set in the door are about 12 mm thick and there is no visible paper there.
Hopefully the pictures make everything clear.

Hard to tell from the pictures but my builders left some of the protective film that is stuck to the frames from the factory and plastered.sealed it in around the frames - I just sliced it off as you suggested.
I think you'll struggle to get most paints to stick to the seal though0
