Used car from dealership

Hi, just a quick question.
My girlfriend has agreed to purchase a vehicle from what I would describe as the car salesman from hell. She has told me some of the utter tripe (as I would call it) he has told her which I am afraid has not impressed me all too much. She has paid her deposit of £200.00 and is due to collect the car later this evening. I told her to make sure any agreements she makes with him and in writing. She sent him an email before paying her deposit listing items she would like done on the car before she is happy to commit to the purchase. He replied and agreed.
The list was not exhaustive and contained minor things like a valet and wash, treatment of some small paint scratches and chips, replacement change box as the current one is broken and replacement weatherproof seal on door.
He agreed to the list, and earlier this morning called to say he has been unable to get the paintwork seen to (chips and scratches etc) as it has been raining, but he can give her a touchup stick to do it herself.
Maybe it is just me, but if we are paying £7500 for a vehicle, and we have asked for the paint to be treated appropriately, I don't expect my girlfriend to palmed off with a chipstick we could have gone and bought from Halfords. Obviously, don't expect the car to be like new, but they knocked £50.00 off of the asking price (I was not around for the negotiations), they have got a tasty sale out of this, and they have agreed to do the work correctly.
Any advice on how to proceed would be good. I am going with her and I am very much inclined to say you can have £7k now and you will get the remaining £500 once the paint has been sorted out.
Or pay the balance on a bank card less £1000 on a credit card such that if they do not complete on their promise, I do a charge-back.
What do you guys think?

Ask for the chips to be done when it stops raining .
Are you expecting the chips to be done professionally like chips away or the usual method the newsletter or salesman will use the touch up stick .
Tasty sale depends upon what's in the profit of the car not the asking price .
Think i would be inclined to ask for £100 discount or say sorry you have not fulfilled your part of the deal and i want my deposit back .0
