(To be fair the OP does assert in her third paragraph that quote and consumption are not changed so this does not appear to be a case of expecting an all-you-can-eat buffet.)

Fuzzy wishful thinking means they hoped it would be.
By presenting a £5,000 Unlimited option for them to consciously reject, it will kill off any such notion.

The wishful thinking notion harder to kill off is "Don't I get a discount for using more energy?" I suffer from it myself. My standing charge is like £120 per fuel a year, but my unit rate is lower than normal. In a sense, I AM getting a discount for being a high usage household.

The most likely reason is that Scottish Power is an incompetent company who seem completely unable to administer changes in an appropriate manner

It seems you can't get away from Scottish Power even if you die.

Some one's mother died, and Scottish Power seem totally incapable of dealing with the situation. They can't even set up a gas account and make it dual fuel.

George Romero's zombie movies suggest the zombie carries on doing what they do when they were alive. So provided the task is routine, like dealing with my meter readings and change the direct debit amount, they can still cope, but anything complex like setting up a new account, or close one, they can't handle it. Since they managed to set up my account nearly two years ago, I believe that something happened in the last two years.

It is my guess that they hired some zombies as some kind of government work training program for the long term unemployed, and the zombies gradually took over. Easy mistake, since some long term unemployed do act sluggish and can barely speak English clearly. I expect it started in the toilet cubicles, where you are backed into the corner with your trousers down.
