I have a Casual Position only at moment with NHS.
I've only worked 4 days in the last six months as was previously a student and had too much workload with my family, but have been told there's likely to be more work available soon.
My partner is unemployed due to disability but has been listed as househusband for previous claims as he is able to do most housework and collect DD from school.
Is it legitimate to class my casual work as part-time employment less than 16 hours a week for the purpose of home contents cover?

If you are claiming JSA or other job related benefits I would say no. 4 days work in 6 months is not regular part time employment.
Are you having trouble getting quotes for your circumstances?
If your husband is in receipt of disability benefits you could try quotes stating this (ie financially assisted) as this would show an income as opposed to a househusband who would have no income.
Otherwise ring the insurer directly to see if they can class your employment status as part time work.0
