They will check the same way they do for insurance, ANPR.

Aren't they bringing in a monthly Direct Debit payment system too so we dont have to fork out all in one go for 6 or 12 months worth?

    Yep.

The premium for buying a 6mo disk is going down from 10% to 5%, and you'll be able to buy a 12mo disk by monthly DD for 5% premium.

Biggest change, practically, is going to be that tax is non-transferable when you buy or sell a used vehicle. The same regs will apply as currently for part-months, too - so when you buy, the tax is backdated to the start of the month, when you cash-in only unused months are refunded.

That is going to make them a fair amount of dosh I would have thought, with every privately sold car needing to be taxed for 13 months in the year it changes hands

I think, as a whole, it's being over-exaggerated. Those of us who swap cars about frequently will feel it - but, typically, only to the tune of about £15-20 per time. I seem to remember seeing that the vast majority of used car changes-of-keeper are of untaxed cars, though, so the impact to the market as a whole will not be HUGE.

And, as ever, if it brings a bit more in via that, it might keep rate rises down a snidge, since the total revenue to the exchequer is what really matters. Let's face it, with even large cars coming into £30 VED bands now, something's gotta change and soon, else total revenue is going to plummet in years to come.

The DVLA where charged by the government of the day with One a better recording of vehicles and drivers and Two collection of revenue .
That has spun out now with the ANPR system and closure of DVLA offices with motor dealers using the AFRL system .
The key point at the time of this change to the DVLA was the government trying to get a better handle on uninsured drivers .
Source a meeting with the DVLA regional manager about ten years ago .
