Correct, although they will be able to advise if the proposal meets the requirements and/or if permitted development rights are applicable to the property.
Saying that this extension doesn't need planning is quite ridiculous given the information provided and if the op believes that they could be badly stung.
The conclusion was impossible to draw, and very very risky.
