Agreed, it is possible to to a DD request as part of the registration - although in my case, they didn't actually bother to do the DD setup after waiting several weeks and I had to re-apply by post.
After registration, you can't change, amend or apply for DD online or by phone - you have to do it by post.
Just spoke to the Current Account Switch Service people and they've said that all DD processors must accept their electronic change requests (as part of the Bacs rules). Have no idea what happened in my case, but it seems that the PO just aren't capable of following basic rules...0
