Paying rent using credit card

I have recently used my credit card to pay £300 to my monthly rent with North Lanarkshire council. Would this be considered as a cash advance? I'm using a Vanquis card.

yes, it will be a purchase. paying council rent and council tax can be a nice cashback generator, i hear;)0
