So do I, as it is not possible for my vehicle to jump sideways into the one car long clear part with the bent arrow on it from the clear part of the main carriageway ;)

That is a specifically highlighted example in some driving advice sites eg

As far as I'm aware the word 'necessary' as used in the highway code rule 130 is not included in the 2002 TSRGD comment on how to use broken bordered central hatch markings, http://www.legislation.gov.uk/uksi/2002/3113/images/uksi_20023113_en_145

Clearly, if you don't need to go into them, you shouldn't, but it shouldn't preclude an entirely safe and legal overtake.

I recently reported a lad for careless driving who entered such a hatched area (2 metres wide) to overtake, despite vehicles coming the other way. He effectively made three lanes using the central hatched area. This was exacerbated by his overtake being round a blind left hand bend, so he would have been unable to avoid someone doing exactly the same in the other direction.
So the main criterion for that prosecution was that it was unsafe. I'd argue it was entirely unnecessary in the circumstances too, because all other vehicles were travelling at a reasonable speed on a busy road, but the 'unnecessary' point would only have minimal bearing at court.

    Said lad paid the ticket.

Not sure if there's any advice about how soon you should move over, but I'd probably start a bit earlier than that, but it is roughly what I'd do at such a junction.

Diagrams often alter proportions to get everything in on the page. But there's no hard and fast rule about when to move into the RH filter. If there was a car close behind, I'd tend to indicate earlier and move slightly earlier into the hatch markings if safe. If not, it's down to your own concept of smoothness. If there's nothing around, the filter lanes don't really apply, just take the widest smoothest arc.

I get caught by two classic examples of how not to do it. Ones a left, ones a right turn. But both proceeding areas are solid lines, and bus lanes as well, buses go straight on. The gap is about 3 cars long, so I queue down the main carriageway, indicating if it's busy. The amount of times others motorists pull into the bus lane and either start their own queue, or even worse, when it's quiet, simply attempt to over or undertake is unbelievable. The cheery thing is both junction are monitored by camera, so they should get an unpleasant reminder.
