Mileage rate for transporting ASN child to school

My dd was attending a special school while it was nice and easier for me to have her transported it didn't work out so we took on the expense.
Just because a parent chooses to take their SEN child and is in a position to do so, doesn't make it wrong for another to use school transport or claim the mileage they are entitled to.Think of all the beauty still left around you and be happy - Anne Frank :A0 -

The council are legally obliged provide a free school bus service for SEN children. We use that service.
The DWP have awarded our son HRM. We choose to trade that for a Motability car.
How is this abuse of the system? It's not like our son isn't disabled. All we are doing is using the services available. Now if the Council had T&C that said "We only offer a school bus service to those who are not in receipt of HRM", then it would be abuse.
If we took the HRM money rather than Motability, would you still class it as abuse? (After all, that is our choice/sacrifice.)
If our son were not disabled but lived 5 miles from the school, he'd get free transport. If we owned a car, would it be abuse to take the free transport?
Just because something seems 'wrong' doesn't mean that it is. Personally I think it's wrong that people from Europe can come to the UK, claim child benefit for children that haven't travelled with them, and get benefits without working - sending that money back to their homeland. My son uses a bus to his sen school which is about 9 miles away. We did his transport for a few weeks when he first started but never got and contribution towards it.Have a Bsc Hons open degree from the Open University 2015 :j:D:eek::T0
