No limit within the EU, provided they're for your own consumption. And why that rule should apply anyway is beyond me. It's a common market with in a customs union !!!!!!!
Because if you're selling them in this country you would need to pay duty, so they don't want Mr Smith the corner shop owner to be nipping to France to stock up, then selling his cigarettes without the relevant duties paid. Saying its for personal use prevents this circumventing.0 -

Why not? It's customs union. There should be no import/export restrictions within the union at all. And if Mr Smith can source them cheaper in France then so be it.0 -

Smokers die younger. They save the country a fortune by doing this.
compare that with those who don't smoke, and live on for years, quite often in the very expensive care of the NHS at the end of their days.
I'm very happy that very elderly people who have never smoked and live longer as a result are cared for, but what people fail to accept is that smokers just die, quickly mostly, so they will have paid their dues to society from the tobacco tax that funds those who don't smoke!

For any goods traded within the EU - - to which the UK still belongs as of today - - there is no duty to pay once the goods have cleared the customs of one of the EU countries. If you are trading, however, you need to be appropriately set up as a sole trader or a business and pay your income or corporation taxes as applicable to your business.
Specifically where tobacco is concerned, there might be additional border controls since a lot of fake cigarettes which are even more lethal than the real ones come in from China via all sorts of countries.0 -

What you've said is true for VAT, but I think it's considerably more complex for Excise Duty
Importing duty-paid tobacco products from other EU countries
If you wish to import tobacco products that have been released for consumption in another EU country (and are therefore classed as duty-paid goods) into the UK on a commercial basis, you can either:
if you are approved as a Registered Commercial Importer, follow the appropriate procedures - duty payments can be deferred
follow the procedures for the standard scheme for unregistered Commercial Importers to import duty-paid goods into the UK - but any UK duty liability must be paid in advance

This implies there are some excise duties to be paid on tobacco imported, even from other EU countries.
I am no expert, but I'm relatively sure Excise Duty isn't the same as VAT when importing from the EU.0 -
