Hi there,

First of all, I'd like to state that I have read the NEWBIE thread but I am still unsure on how I should handle my PCN from NCP.

Basically, I have been parking in an open space 24 hour non-staffed car park since last October and not paying since a NCP chap told me when 'fixing' the only card payment machine that NCP won't check tickets as they cannot see who's paid via Ringgo - so since then I have successfully parked in the car park freely (which I know is totally wrong, but hey!) until today, when I received a PCN from NCP under the code B2 for 'parking in a pay and display car park without clearly displaying a valid pay and display ticket'.

Although, I was informed by a member of the public that the only card payment machine had been playing up today, could I use this excuse as an appeal?

I am parking due to my own busy business life, so if I have to pay - I will just to to end this, but would rather not pay - I know I may be in the wrong - but arn't we all here for support and advice? ;-)

I have read about liquidation cost etc and would just like 2014 clarificiation, as all the related threads I've read are prior 2014!

    The 'NEWBIES read these FAQs first' thread is a ''sticky'' so it's always kept up to date, I edit it most months, if not most weeks! Appeal now using the template, and expect shenanigans in getting a POPLA code as you will read about in other NCP threads where they reply pathetically, pretending the registered keeper is a third party. There were two NCP threads only over the weekend you could read, dead easy to find just by looking back a page or two or searching for 'NCP' as a search keyword. No idea why newbies don't see the current threads, it always surprises me when I know the PPC in question is mentioned on more than one thread, only this week!

    You handle to exactly as it says in Newbie thread.

    Appeal using standard appeal. You can add point about machine playing up, but to be honest if you didn't even try it, can you justify using that in your appeal. (Someone told me it wasn't working so I didn't bother trying?) So stick to the tried and tested formula and don't add the not very mitigating circumstances.
