I'm in a dispute with my builder about costs. He seems to think that he can withhold the gas safety certificate unless I agree to pay all his demands for extra costs. I checked my contract and he can't. However I think that the reason he believes he can is because the new version of the contract we used (The standard Federation of Master Builders, FMB, Contract) would allow him to.
I believe that this is a serious reason to avoid agreeing to any contract based on the latest FMB template. Effectively it gives the builder carte blanche to try to add on all sorts of extra costs knowing that you can't get the work signed off by building control unless you pay all his demands.
