tax back from ppi

hi all i hope im on the right forum
i got some ppi back in may this yr from natwest for bank loans
they took the tax off as they do, but i dont pay tax. im self employed 16hrs
ive been told i cant fill in an r40 form? because i fill in a self assesment form on line
is this right please
so do i have to wait until next yr when i do 2014-2015 assesment before i can get it back? seems very unfair
also ,sorry, reading the blurb on hmrc website, i dont think i have to add the ppi as other income ? as it wouldnt take me over my allowence?
thanks

Yes, you have to wait. You might earn more than your allowance in the next year and so not be entitled to a refund.

It's the taxman wanting, as ever, his "pound of flesh".
