Mark Higgins is a professional Rally driver in a Subaru rally car on closed roads in the isle of man
so just like somebody driving on any closed race circuit hardly speeding, if he was doing 120 mph on the M25 then that would be a different matter
as already said motor sport is dangerous and people can get hurt if things go wrong, sadly some spectators were killed in an rally accident early this year, but there will still be thousands of spectators turn out at the next event regardless of the danger
I have spent many a happy hour stood inches away from rally cars passing by flat out, and was once in a near miss incident during the 1994 network Q rally when a driver in a Ford Escort RS Cosworth lost control and entered the crowd, luckily nobody was hurt on that occasion but it was very scary0 -

How about a legal 194mph on a public motorway? - note this OAP driver was still accelerating when eventually he had to slow up for slower traffic, in the shape of a lane 3 hogger:

I think that the max that I've hit on public roads was around 180 . It definitely wasn't dangerous, though, it was a car designed to do that speed, with clear visibility etc. I'd not want to do it with traffic around.0
