    Just a quick update - I have been in touch with Citizens Advice and from their comments it seems I may have a case against them and they have suggested I write to the window company.

    We've had a similar issue. Although our flat is not listed, it is in a conservation area. This means that we have to have planning permission to replace windows and they have to be timber. Indeed, during a recent upgrade to rented properties, our management association had to fight to be allowed to install double glazing rather than single glazed units.
    Despite the fact that the current windows in my flat are not original, that were not ground floor so they cannot be seen close-up, that we have secured entry doors that were not originally here, that there are many white (never mind the colour-matched ones we want) upvc windows in the area and that we are the only flat in the block not to have the new windows we have been refused planning permission to upgrade unless we get the same units bought by the tenants association. We couldn't afford the £9000 for 5 windows when they quoted. Now we're buying on our own the quote has gone up to nearly £12,000!
    The tenant association say they wouldn't report an 'unauthorised' upgrade, but we're worried what would happen when we came to sell, as we hope to do soon.

    As it is your father who is the customer of the window company, you should ensure you have his full permission to act on his behalf and inform the window company of this. Otherwise as you are not their customer, they may refuse to deal with you.

    I have to say I don't share the CAB's optimism.
