Paypal issues

been trying to use my paypal account to pay my Ebay account
and also to pay for xbox gold on Cdkeys and I get the following message,

Return to merchant and try a different payment method
We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available).

I have spoken to two different people at Paypal who tell me its a security issue and will reset after 72 hours, its been longer than that and still not working, nothing they can do apparently because computer says no.

Had no problems buying and paying on Ebay and my Paypal card is working fine.

Any ideas what I can do

Its still not working and paypal are really begining to pi$$ me off,

1st call I was told it was a security problem and would reset after 24 hours.

2nd call i was told to wait 72 hours and it would reset

3dr cal was told IT would call me back within 24 hours (no one called)

4th call was told IT would call me within 12 hours ( no one called)

5th call (last Friday) was told it was a problem that IT were working on and would be sorted this week.

So what do I do now appart from ring yet again ?

Have you tried clearing your Cache and cookies before trying to buy again? I had an issue with the code not registering and I left a message on the CD KEys FB page and they told me to do this as I could not get the code to input that I bought for xbox Live.

Have you tried paying with a different card?

Every thing has been cleared, IP has been changed and it makes no difference, tried on a computer at work and it still does not work.

I can pay with a card through paypal but not using my paypal balance,
I can pay for things I buy on eBay using my balance no probs but I cant pay any other company or my eBay fees,
