Factors Act 2011 Scotland Councils acting as factors

We have been advised by our local council that they propose to charge us a yearly factoring fee. I asked the council as a property owner will the council also pay this fee?
i have been told that they will not pay the fee as they already look after their own properties. Am I right in thinking that all property owners private and council should be treated the same and pay the fee. In the Act it states that the factor must act fairly and be transparent in all their dealing. When it comes to repairs they say that they will pay their share but if we wish to do our own repairs they reqire us to provide them with three quotes but if they organse repairs they may get quotes but will charge us a fee to see the quotes. An example of their service was last year our roof gutters were blocked we organised a private contractor to clean the gutters but contacted the council regarding their share of the cost. They refused to pay as the gutters only need cleaning every two years. A neighbour had their gutters cleaned by the council and were charged £100 per household were as our private contractor was charging £20 per household.
Can anyone give me advice on how to deal with this.:mad:

    Collect evidence and talk to your councillor. Your one example is a good place to start. Whatever you do will need perseverance, they will ignore you, disagree with you etc.

    There is a website that gives you rates for certain jobs you can have a look for it too, that might help.
