I don't think (without having concentrated too much on what you're saying;)) that you should lose £4.50 (£1.50?), as APG voucher would still be £16.50 - but very real risk (must be becoming a real risk by now surely?) is that the whole thing fails if the system goes N/A - but may have difficulty, or maybe not, when trying to spend the £16.50.
