    Who issues USD credit cards?

HSBC offshore does Amex (charge) in both $ and € if you really need them.

As far as I know, here in the UK you can get Prepay Euro or US Dollar cards but not Credit Cards.

Why? If you have a Sterling CC with no conversion charges what is the benefit? My private bank offered CC cards denominated in US$, € or Sterling, BUT I had to credit them with the same currency.

I'd presume this is due to the UK having Sterling as the currency and not the Euro. You can get an AMEX ICC in Euro or Dollar and if you want a Euro CC, get a German bank account and apply for one of the German CCs.

If one was to be pedantic, the above is not strictly correct. There are some parts of the UK which use the Euro as it's currency.

But to continue the pedantry, I don't think that these territories are part of the UK (ie the United Kingdom of Great Britain and Northern Ireland). Are they not dependent territories...?

    That IS being pretty pedantic!

Nonetheless, I was interested in hearing this, as I was unaware of it!

But I wouldn't worry about it, because it's incorrect as they're not part of the UK, so, to clarify, nowhere in the UK uses the Euro as its currency.

I don't understand the question. They all issue cards that will accept Euros. You want one that will bill you in Euros, is that it?
