No no claims, am I right to feel grumpy?

All,
Several calls later, and the situation now is I'm back with Allianz. They still won't accept the Priv NDNCD, but will accept the Motability one and are giving me 2yrs NCD on that, price now £330.
Privi wouldn't accept their own NDNCD as it was more than 90 days old or the Motability one. As policy hadn't kicked in yet, I've got all the money back etc no problem.
Older and wiser I suppose. Still wonder why there is not a central register of claims etc in this day and age. Having said that I am a bit surprised that the gap between full no claims and no no claims was so small, but I guess the other factors play a bigger part in their weighting, such as age, experience, no commuting, etc.
Hopefully things will be much easier next year!
Thanks for the pointers etc,

There is a database (CUE). Insurers usually check it though when a claim has been made rather than on inception - that way if you've lied to them they get your money and pass on the claim bill to you.
Usually the gap for 'normal' ncb is 2 years.0 -
My mum and dad were on the same car insurance for the last 40 years or so, with my dad always being the main driver. Recently my with my dad being ill, they decided to make my mother the main driver.
Obviously she has zero no claims, having never accumulated any NCB years. But running through the story with the insurers, they gave my dad's NCB years to my mum.0 -

There is CUE but not all insurers subscribe to it
This issue however was no claims discount and not claims history. These are two totally separate things as someone can have claims but max NCD due to having protected NCD and on the flip side someone can have a clear history but no NCD
A company has started creating a NCD database and has a few major players saying they'll subscribe to it but even that is only going to give an indicative value.
The problem is that you need to consider an NCD as a singular thing, one person can have multiple of them as they can only be used on one policy at a time and many people have multiple policies. Likewise you cannot combine them or split them so if you buy a second car you have to insure that with 0NCD even if you have 30 years on your other car.
To have a reliable system each NCD would have to have a unique reference number so that the insurer can ensure the NCD is yours and not currently attached to any other policy. Fine in principle but it'll be a barrier to people getting quotes with whoever introduces it first and only works if all insurers use it.0
