So you are assuming that all appliances by virtue of being brand new are safe? I can assure you that this is not the case. There are some cheap imported items (particularly from China) on the market nowadays and I have tested some brand new items that have failed their test.
A new item of electrical equipment should ideally be registered to enable an inspection/maintenace schedule. A PAT test takes seconds to do and with modern testing equipment and associated software, a bar coded label can be stuck to the item and be placed on a register to simplify maintenance.
There is no legal requirement to PAT test any item of electrical equipment but can form part of a good maintenance schedule.0
