This is like boxing with one hand tied behind your back. You are posting on a moneysaving forum so it behooves me to say that you should reconsider.

If £4,000 is all the money you have to put aside, a cash ISA is a bad choice.

You will get much better interest in current accounts - TSB, Lloyds etc.

Club Lloyds 4% current account. Not an ISA. Has a £1,500 funding requirement (standing order in and out good enough).

Review the possibility of moving it to an ISA in March.

    You are limiting your options.

Might be better to reconsider using the internet and if this is all you have, not using an ISA?

2 TSB Classic plus with a monthly standing order of £500 from each to the other might be a better option.

TSB you'd get 5%, not a massive difference but worth maximising.

Bigger problem is the OP's insistence on not using internet.
Remember the saying: if it looks too good to be true it almost certainly is.

You can't get the 5% rate without registering for internet banking.

Let’s start with the 5% AER/4.89% gross variable interest rate on balances up to £2,000. Unlike other banks, our rate isn’t a bonus or introductory rate and all we ask is that you pay in £500+/month, register for Internet Banking, paperless statements and correspondence.

Which is probably worth about £3,565 plus a refund of up to £114.58 in vehicle tax.
