Notice to Keeper states incorrect location

Hi Folks
I'm continuing my fight against unfair parking charges. This is our third ticket in two years. I have successfully appealed against the others.
Anyway, I am appealing to POPLA for a parking ticket issued to a Disabled driver in a car park of an orthopaedic hospital. They have ticketed him because he did not park in a Disabled parking bay, there were none available at the time.
I am including the points regarding this in my appeal, but I've also noticed that on the Notice to Keeper they have said that he was parked in Rochdale Infirmary. Well thats news to him, he thought he was in Birmingham, no wonder it took him longer than expected.
Can any of the well informed people on this fantastic site tell me if there anything I can add to my appeal in relation to this incorrect information?

Looking at the paperwork they sent me turning down my first appeal, they have given me the paperwork for a POPLA Appeal but no POPLA number. Can I still appeal?

Not without the POPLA code. Which PPC is it please?
This calls for a complaint to the BPA (or IPC depending on the PPC) and the DVLA on two counts:
1. Depending on what you said in your initial appeal - mistaken identity as you've never been to Rochdale and on that particular date you were in Birmingham hospital (and here's a copy of the appointment letter confirming that). The PPC has clearly recorded an incorrect VRM!
2. Refusal to issue a POPLA (IAS) code with a rejection of appeal letter.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Looks like you need to get complaining to the BPA etc see post 6 of the Newbie thread.
I would suggest Removing identifying information from your post eg "my disabled husband" replacing with "the disabled driver"
As for the incorrect location, I would be very tempted to make it the first point of your appeal and write it in a very sarcastic/amusing tone similar to what you have done. It won't make any difference to the appeal, but it will make you feel better. (Edited- however Umkomaas' advice is probably better here)
You also need to refer strongly to the EA2010 regarding the fact that the driver has protected rights. Search some threads for EA2010 and find something that Coupon-Mad has written to crib. She is the disability guru/goddess. You can search by her name too.
Also at the same time you need to be contacting PALS about getting this cancelled, complaining in the most strong terms. The PPC is APCOA.
I'm going throughout the forum and reading posts regarding their incompetence.
So this is another new experience, this is a complaint to the BPA? We do have evidence showing a hospital appointment, not in Rochdale.0 -

yes it is
all explained in the NEWBIES sticky thread, so check that number in there
seems to be yet another breach of the EA2010 in this case, where a landowner has to make reasonable adjustments to help protected people (especially those with a BB)
the BB doest apply on private land but the EA 2010 does !
so complain to the landowner (the trust) , and to PALS
meanwhile get your popla appeal ready , check the code is valid and you will beat this travesty , as apcoa are thick when it comes to these matters (as borne out by the incorrect location)

Well that makes a case for 'no keeper liability' because under schedule 4 of the POFA 2012, the NTK has to repeat the information from the PCN.
I would love it if you could find a way to work the words in bold above into a POPLA appeal to make the Assessor laugh!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
