On any rational basis you are quite correct, but PoPLA isn't rational. Don't forget, PoPLA adjudicators have been know to rule against people parked on their own property!

The most likely reason for this is a misinterpretation of the vehicle registration by their number plate recognition cameras.

The characters most frequently misread are G, S, O, C, D, K, M, 4 and 7 with positions 2 and 6 in the registration plate being the most likely to be wrongly interpreted.
