The most likely reason for this is a misinterpretation of the vehicle registration by their number plate recognition cameras.
The characters most frequently misread are G, S, O, C, D, K, M, 4 and 7 with positions 2 and 6 in the registration plate being the most likely to be wrongly interpreted.
