so what is the question in this?

Can your mother move in with you? that way your brother can do as he wishes with his own place?

Maybe your mum would be better off in an assisted retirment flat, my nan was in one & she loved it, own front door, kitchen bathroom & bedroom & the warden would pop round & shout through letter box, if she replied she was left alone, if she wanted, they would come in & help or chat. That way she is not dependant on your brother for a roof over her head & has only her own little place to keep clean. She paid a nominal rent from her pension as it was HB/HA place & she coped really well.
I don't respond to stupid so that's why I am ignoring you.

Your mum would have course have been better advised not to have helped her !!!!less son strip her of her only asset; a "Council" house.

How long ago was the purchase?

I assume the hosue was initially bought in mum's name as she was the tenant? How long was the period before she could seel up?

    Has that now passed?

In whose name(s) is the house now held?

And with regard to living rent free - she would have bene living rent free if she was a council tenant, presumably?

The difference now is that she no longer has a secure tenancy and has a lodger not of her choice who refuses to pay his contribution for the bills?
If you've have not made a mistake, you've made nothing
