pcm parking company

I'm in need of a bit of advice really.
In jan 2014 I received a ticket from pcm uk for parking in a disabled bay without displaying a badge.!
I was actually travelling with my father (who is a valid blue badge holder). I was parked on what i believe to be private land at the fort shopping park, birmingham. We both forgot to display his blue badge.
My father is the registered keeper of the vehicle and has therefore been pursued for payment of the pcn.!
I told my father to ignore any mail received in relation to this pcn. Inevitably my father has also not declared me as the driver at the time.
He has now recieved a letter from a debt collection company called 'newlyn'. So, in a panic, i sent an appeal to pcm along with details of my fathers blue badge. This was last week. I since received a letter addressed to me (as i declared myself the driver) from pcm staying that it was too late to appeal.!
They further stated that if i was the driver then i had 14 days to pay £100 other wise they would continue to pursue the registered keeper for payment according to the protection of freedoms act schedule 4...?????
So in a nutshell...do i pay the pcn or do ignore any letters including those received from the debt collection agency threatening court action
Any advice would be much appreciated.
