Back in 1998 I needed to open a new account with Lloyds TSB I was told that I could only open a select account. It cost me £5 a month when I opened it although I am paying more now. I have had the same account ever since. Can I claim all these charges back.

Hi
Yes you can claim them back. I just successfully did the same.
First you need to find out which bank you now belong to, TSB or Lloyds. You need to know the address of the branch where you opened the account to see whether it has changed to Lloyds or TSB. You can find out via this link
http://www.lloydstsbtransfer.com/search/
Just enter the postcode, or street, town of the branch where you opened the account and the map will then highlight whether it is Lloyds or TSB.
Once you have established this you need to send your letter off to the relevant bank stating your claim. You can find details of customer services on the relevant bank websites.
My bank is now TSB, and I simply wrote them a letter stating that the monthly charges they made for using the bank account where unfair since the date of opening. Of course I went into detail and quoted the relevant 'acts' etc.
Within 2 weeks I had a letter saying that they agreed they were unfair and a cheque would be sent with the charges reimbursed. I have since received the cheque.
Go ahead and make the claim but ensure you put details of why you are claiming and why you think the charges were unfair (you were in debt, overdrawn etc and extra charges didn't help, for example).
Good Luck
