Statutory minimum is 28 days holiday.

Other benifits can make a big difference, salary is only part of the package.

If they think they are worth £45k ask for it and if they don't get it look for something else.

everything is negotiable... what's their current position, and would they be happy to walk away from it if they can't get 45k?

Sounds like their PM experience is 1 year, all dev projects, all in house...?

Everything is generally negotiable depending on the level you're entering a business at. In my experience the only way for you (or your friend) to get the increase you're looking for is to hit the ground running and deliver. Say you're looking for £45k but you're prepared to start on the lower number on the basis that it's increased to £45k upon delivery of a/b/c and get it in writing

At that sort of level if you want to negotiate you need to know your worth and what you're likely to deliver - the risk is that

    a) they say no and you have to backtrack to £37.5k
    b) you don't deliver (whether in reality or because they've decided you're not going to) and you're either stuck at £37.5k or worse still, out on the pavement again

Agree with others though that 20 days holiday is tight and may be an indication of how the company values it's staff

I'm sure they will be provided with the 28 days if they also get bank holidays. 20 + 8 BHs is also enough for the statutory minimum so I wouldn't be stressed about that.
