To answer the OP - with labradors the parents should be hip and elbow scored and eye tested. I am only familair with working dog strain. My last lab pup cost £250.00. She has very good lines and was cheap for her breeding, so really I would have expect to pay about £400 for her.
There is a labrador retriever rescue if you wish to go down that route, google them.

I first had chocolate Labs nearly 20 years ago when they were pretty rare and not really popular. The first was a "rescue" from a failed marriage and the second was from a show kennel - she was run on as a show prospect but was too shy in the ring! They were both beautiful, biddable dogs but there are a lot of overbred hyper chocs around since they became popular.

A good indicator of a breeder only in it for the money, is if both parents are chocs. This guarantees all the puppies are choc too, as the colour is recessive. A good breeder who wants to produce dark puppies (not milky chocolate colour) will usually breed black (carrying choc) to choc which gives an average 50% choc pups.

Breeding dogs should have hips and elbows scored and a current eye test certificate. Low hip/elbow scores minimise the risk of pups developing painful joint problems as they age. Scoring information is from x-rays taken, usually under GA, so aren't cheap.

I would expect to pay £400-600 for a pup from reputable stock nowadays and would expect there to be endorsements against breeding from the dog unless all necessary health checks were done in the future.
"Cheap", "Fast", "Right" -- pick two.
