Full amount paid, ticket short changed

The incident took place in a car park in England (Noth East). The driver parks here around 4 times a week whilst at work as it is £2.50 all day or £1.50 for up to 4 hours. On this certain day the driver was intending to park for around 9 hours so proceeded to pay £2.50, the machine beeped when the two £1 coins were inserted into the machine, then when the 50p was inserted it did not beep. The machine would not return the coin, the driver had no more change so a ticket for £2.00 was printed instead of the full £2.50. The driver left a short note stating that the machine took the 50p in clear view next to the ticket! Later that day when returning to the car the driver had been left a £60 parking charge notice.
As suggested by your forum The driver ignored the initial parking charge notice and the NTK has now arrived. The keeper recognises that he has to send the template soft appeal, should the keeper send any information from the above in the soft appeal? Thank you in anticipation.

Mitigating circumstances are largely a waste of time at this stage. Just stick to the tried and tested formula of the soft appeal in the Newbie thread. Which PPC is this? It wouldn't hurt to add a point 4 ...
4) The driver paid the full requested amount for the period of parking (£2.50) but the 50p coin was not registered by the machine. As the driver had no more change to put in the machine a note was left next to the ticket on the windscreen to explain the situation; your operative would have been able to clearly observe said note prior to issuing the parking charge notice (PCN). Since the full requested amount was paid, there is no loss and thus this PCN has no validity.0 -

A malfunctioning machine is NOT a mitigating circumstance, the full charge has been paid, there has been no loss. Of course it is worth including, several others may have encountered a similar problem.You never know how far you can go until you go too far.0 -

agreed , its a very valid appeal point to the PPC (but popla wont consider it although I believe it should be included in the latter part of any popla appeal too)0 -
Thanks for your input. The CPC is excel. Prior to this incident the driver has had to pay twice, in full, because the first ticket was not supplied.0
