Estimated final Gas Bill

I moved from Scottish Power to OVO on 30 March 2014. I provided my final new meter readings to OVO for Gas which was 9015 on the 31 March 2014.
So OVO have started to bill me from 9015.
Scottish Power have subsequently sent me final ESTIMATED bill for meter reading 9047 which i roughly about twice what I normally use.
I've queried this with them and informed them that the final meter reading is 9015 which is what I'm now paying for with OVO.
They've now advised that the bill will not be changed as
So they are charging me for GAS twice, GAS which I'm now paying for with OVO.
Secondly, if I look at meter today (some 2 months after leaving SP) - the meter reads 9028. So they are wanting money for Gas which I havent used even now!
Is this right?

Please be informed we would not be able to amend the final meter readings as per the industry norms the meter readings can only be amended if the difference is more than 120 units for Gas meter and 250 units for Electricity meter.

OVO are responsible for passing the meter read on to the old supplier. You need to check with them what meter read they are actually using for their opening read. If OVO are in fact using 9015 as the opening read you need to raise a complaint with SP who currently seem to be trying to catch up with NP as the most incompetent supplier. Another problem is that call centre operatives have very little knowledge, training, common sense or authority other than what is on the screen in front of them.0

Ok thanks for that. I'll double check with OVO in the morning but they've already billed me for 1 months worth of gas using the 9015 number.
I dont mind paying what I owe but I dont think I should be paying for the same gas twice (gas which I havent even used yet!)
EDIT : Yeah I totally agree with SP as being the most incompetent company I;ve ever dealth with. You have conversations with them over the phone and then a couple of weeks later its like the phone call never happened!0 -

No, you have been ill advised there.
You should not be double charged for the same consumption. The final reading by one supplier must be the same as the start reading the other uses (even if it differs from what you think it should be); The two readings must be the same; if they are not, complain. You can complain to either supplier and they need to work together to agree on a common reading to be used for final/start puposes.
What they are referring to are rules abouth the discrepancy in that agreed, common reading and what you may otherwsie think it should be. So whether they both agree to use 9015 then presumably ther will be no complaint from you anyway, butif they both agree to use 9047, or any other mutually agreed reading in between, they will not entertain a complaint as is not outside the permitted difference.
But both suppliers must agree a common reading so that you are not double charged (or in an opposite situation, not charged at all for some consumption)0
