Registered keeper/owner query

I am not a new poster but I havent posted a thread for ages and forgot all my log in details.
Anyway - I have read through the keeper/ owner threads but I am still confused..
I bought a campervan in March so I am the registered owner. I can't drive (my partner is the driver) so we have listed him as the registered keeper on the V5. I am sure we made this clear to the insurance company when we took out the policy.
What I want to know is would it be possible/ advisable for me to be named as the keeper and owner despite the fact that I won't drive it and won't be insured?
This has come up as a question as I need to renew my resident parking permit (which I took out in my name with the receipt for the van). The permit renewal docs say that to extend the permit the V5 must be shown and only the registered keeper can apply for the permit. This wasn't mentioned at the time I bought the first permit but then I guess they assumed I would be the keeper/ driver.
Any advice gratefully received!

You can be the owner and keep and not drive it yourself.
It "might" push up the premium though when your partner ticks no they are not the owner or keeper of the vehicle.
Some comparison sites assume your the owner/keeper so you wont be able to use them.Censorship Reigns Supreme in Troll City...0 -

Is there a reason your partner cannot apply for the permit? Surely the simple thing is to get him to apply?
Changing the registered keeper (which is sensibly registered with him as any driving offences would then be sent to him - he is after all, to all intents and purposes keeping it for you, the owner) would create the impression of more owners for the van and might have a small affect on the value of the van.
I very much doubt that there will be a difference in premium. Insurers cover cars driven and owned by different people all the time, but it is important to notify them of the change and there might be an admin fee.0 -
I'd say this was a ridiculous rule on the part of the permit people, what happens with company cars for example?

We are looking into this but he is rubbish with filing/ documents (the 'system' is a box on the floor) and the council are really strict on what proof of residence they will accept.
To Annie01234 - the council are ok with leased cars etc with evidence. It's my fault for not noticing on the original permit application that the permit holder must be named as keeper.
