One of the reasons for the rise is apparently that when Transco fit a new supply, when the chosen provided attempts to take it over they are currently rejecting a lot of them, resulting in quite a lot of properties being left shipperless and not getting billed.
As for people absconding without paying - they will get bitten when they try to apply for credit a couple of years down the line
