IN A DISABLED BAY WITHOUT A VALID BADGE DISPLAYED
I visited a retail park at the Cardiff Dragon centre at the end of March ..As a person with Parkinson's disease, I have a Blue badge.
( I must stress that the car park used, demands the driver taking a ticket for barrier entry, but more importantly it requires the parking payment or validation in order to leave...my parking was paid for)
I parked in a disabled bay, and displayed my badge ( this was just out of date, as the new one was being sent out...they are different now, more fraud protection) however, there hasn't been a cure for PD lately, and I remain disabled.
There was no sign of a ticket on returning to our car....the first we knew was when UKCPS sent a letter exactly 30 days later saying we'd missed out on the opportunity to settle for £60 and they now wanted £100
I telephoned the company and a lady ho it spoke to seemed understanding, but said that I should photocopy my new blue badge and send it to them. I didn't do this, as it was advised by the issuers of the badge, that they were not entitled to even suggest it gets photocopied.
I've had 3 threatening letters demanding £100, and one this morning informing me that it's gone up to £125.... and may end up being £350
..... In short, what do I do. I paid for my parking, and am disabled?

You need to do what you should have done at the outset - appealed in writing, NOT TELEPHONED!
And send a written complaint to the Dragon Centre manager alleging disability discrimination seeing as you phoned UKCPS and told them you are disabled (oh why did you PHONE? YOU HAVE NO PROOF). UKCPS sue people - and you never appealed so you are on their hit list. You may well end up defending this in court, all for the sake of not appealing & complaining in writing yet.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
