Sugar starch for lace - drying time?

I found an online tutorial to make lace napking rings and the instructions were to use a sugar starch solution to 'set' the rings.
Having finally sewn all of the rings (24) I made the sugar starch solution yesterday (125g sugar, 100ml water) and have left the rings drying around a roll of cling film. 24 hours later they are still very sticky and nowhere near hard yet.
The tutorial just said 'leave them to dry, them remove them from the roll and leave to dry further' and that the stickiness will go away when dry.
Do I just need to leave them longer? Or should they have set by now, so have I made the starch solution wrong?
Any MSE'ers used this method before and can reassure me? Thanks!
