Taking up crazy paving/slabs- would like turf

We have recently bought our first house - I'm a total novice, but trying to learn 
So, our back garden was a mixture of decking and AstroTurf when we moved in and what we would like is turf and a small corner patio. We have taken up the decking sooner than we intended as the drains got blocked outside and all the dirty water ran under the decking and it was smelly.
So now we have found patio underneath the decking which is half paving slabs and half crazy paving. Having taken up a bit of the crazy paving because it was loose, underneath it is some sandy stuff and some bits of rubble mixed with dirt. Its the same under the AstroTurf as far as I can tell.
What is this stuff and how do I get to the stage of laying turf or will this be impossible?

What is this stuff
Some sort of sub-base of crushed stone usually called 'scalpings'. To make any real progress with your garden it'll need to come out and be replaced with topsoil.0
