CPP parking notice

I received a CPP notice whilst parked at Manchester Royal Infirmary on Wednesday. I had purchased a ticket but I had 'not parked wholly within a designated parking bay'. I've had a search on the forum (been reading it on and off for years) and saw a few threads from a couple of years ago. Is it still the case that this would be unenforceable as it is presumably from a private company? Any quick advice appreciated.

Does anybody know who I should complain to at the hospital (to try and get the fine removed) before I wait for the NTK? I've had a search but not managed to find anything. I spend half my life there having had a kidney transplant but not noticed anything regarding this.
Also the notice says 'A CHARGE OF £60.00 IS DUE WITHIN 28 DAYS OF THE DATE OF ISSUE A discounted amount of £20.00 will be accepted in full and final settlement if recived within 14 days of the date of this notice.
Does this mine the fine would be £20 or reduced by £20 to £40?

The car park manager got in touch and said he won't do anything as the camera shows I wasn't in a designated bay. I really don't want to pay but if the fine is £20 then it may be worth it just to avoid the hassle of all the appeals.0

I've been back to take some photos, linked without the http://
They are the main signs in the carpark. I was not parked in a designated bay as there were no spaces, but parked next to another car and was not blocking or impeding anybody. I purchased a ticket for £3 so obviously saw the sign in photo 2 but did not notice the Car Parking Partnership sign in picture 1 as it was on the opposite side of the road.
Picture 4 is where I was parked- black ford.
Would I be able to appeal this and win or is the £20 fine not 'excessive' for any losses I may have caused?0 -

However you will win at POPLA anyway if you DIY the appeal with our help, if you have a bit of time to do so. And you should complain to the BPA about this sign:

It still says they can clamp cars (which is ILLEGAL). They also call their charge a 'civil penalty' which helps your POPLA appeal as well, because a penalty is not recoverable in contract law. And the BPA banned the use of the word 'penalty' in their Code of practice years ago.
Wow, penalties and clamps again, you were certainly entitled to believe this was an old sign seeing as penalties are not recoverable and clamping has been illegal since 2012!

Those signs are definitely a gift for the appeal.
Having now seen where the car is parked, I would suggest removing the links for those from your post and asking C-M to do the same as they of course give identifying information .Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking.
