PPI on Business loan from Allied Irish Bank (IR)

Just heard back from Ombudsman which told me that because my Business loan was agreed through AIB in Ireland, even though I live in England and all my statements have AIB (UK), they have no jurisdiction to deal with my complaint. They have been dealing with my case for over 2 years and could have easily told me this on day 1 This has been a huge waste of my time. Is there anyone out there who could advise me on what I can do or where I can go for help.

In a letter dated 17th July 2012 they state that the information we supplied, which were AIB statements with AIB (GB) on top and on the bottom state that they are part of Allied Irish Banks plc Norther Ireland, Indicate that loan was arranged through AIB Business Finance, incorporated in Ireland, which is a separate company from AIB (GB).
They then go on to say we would therefore confirm that your complaint should be directed to the company secretary of the AIB Finance Ltd, Bank Centre, Ballsbridge Dublin 4.
After we did this we received a letter from the same AIB in Belfast saying records indicate that we arranged a loan in Nov 1990 which includes an amount of £2816.26 referred to as credit insurance. As the loan was arranged 22 years ago AIB (GB) do not have any documentation or information relating to this.
It sounds to me as if they are saying they have info that the loan was arranged by AIB (IR) but have no further info. Even though all my statements have (GB). Surely it would be up to them to prove that the loan was through AIB (IR). I am feeling really ripped off0 -

They dont need to. It was 22 years ago, not sold under UK regulation and prior to regulation.I am an Independent Financial Adviser (IFA). The reason you weren't told about this on "day 1" is that the vast majority of those two years your complaint will have been in a queue to be examined by someone qualified to tell you that information.I live in England and all my statements have AIB (UK), they have no jurisdiction to deal with my complaint. In addition, you could have easily gleaned this information from the letter you received from AIB in 2012 (which did not give you permission to refer to FOS) and even the FOS website.
