Please help ctc + wtc

I was wondering if someone could help me as this doesn't seem right.
Me and my partner earned just over £17000 for tax year 12/13 and received ctc and wtc. Fine no problems there.
Rang up last week for renewal and have them out figures which for 13/14 was just under 12000. Checked our payment this week and it's gone DOWN? I rang tax credits back up and they told me new figure was right and that we would no longer recieve any wtc and ctc had gone down I asked her to explain why when the earnings were less and she didn't know. Does this sound right??

My partner works 40 hours a week I only work 3. 2 young boys no child care and no disabilities0

That was for self employment which he is no longer in because of the financial issues and I've only just started working so last year was an average of 40 hours a week0

I have given them an estimate of 17000 for 14/15 as should be around this mark0

That's the same as what their online calculator is saying but they have put it down to £98 and it just doesn't make sense to me at all. I don't see why payments would go down? The women I spoke to couldn't have been more un helpful if she tried and basically said that's my payments now deal with it. Might try and ring back0

No not yet as this usually takes a few weeks after. I phoned them with the renewal last weds and received my first reduced payment yesterday0

I spoke to them and because no earning details had been completed for me the computer automatically generated a £4000 earning. Still seems a bit low but hopefully this was it as all other details are correct. If I am entitled to more will we get a one off payment? Sorry for the questions just never been thru this before0
