Suddenly having to provide ID - why?

I applied for a TSB current account recently and had to take ID to a branch to complete my app. I also applied for the new Tesco current account and am being sent an application pack despite me having a credit card with them and reading that other people's applications have been completed online.
I don't remember having to provide ID and do things by post before. Any ideas why these ID checks are now needed? I'm on the electoral roll and have lots of well established credit accounts at my current address.
