Potential for Damp

I moved into my new house this week. Turns out whilst painting my fence last night, that the neighbor has a leaky toilet that is constantly pushing water out of the overflow.

This water is running down their wall, over their garage and into their gutter. Their gutter is blocked, and due to the constant weight of the water, now broken. this water is now dripping onto the floor, under the fence and onto my property. This is all happening against my living room wall, which from the outside, the wall looks fine but has a massive puddle constantly next to it, and surrounded in green slim, which looks like it's been going for some time.

My first point of call will be to discuss it with the neighbor and even offer to assist in fixing it (at her cost) but not labor charges, only part i might need.

If she refuses, what is my legal standpoint on the matter as it could potentially lead to damp.
