Depends on your reason for your request for refund. if its "unfair" bank charges then a a couple of weeks to be rejected. If its current financial hardship then it depends on how much info you supply and how much they need to obtain to verify your hardship.
I was in hardship when they was taking

The important bit is whether you are currently in hardship or not. Not historic hardship.

How recently did you send your complaint?

They should respond within 1 week, maybe not with the resolution, but at least with who is handling your complaint.

They should also keep you fully up to date with progress of your complaint, but once you have the details of who is dealing with your complaint, you can contact them anytime

They aim to respond within 2 weeks with a resolution, but if not will contact you about the progress.

If you are not happy with progress, again you can contact the responsible people any time.

Remember that after 8 weeks have passed without a suitable resolution you may ask the ombudsman to help.

    HTH :)

Edit: Are you in hardship now? (Banks only consider current cases of hardship)
Why did you leave complaining so long? Getting a house repossessed isn't an overnight event.
