If you are concerned about health and safety aspects for your neighbour then you could contact Social Services and or RNIB for advice.
As far as your original enquiry goes have you seen this site and read up on 'escheats'. If not you might find it informative.0 -

Thanks so much for that link - it answers my questions perfectly - if I have understood it correctly.
So I need now to establish that this land is ownerless and contact the Council to see what their position is.
