HELP?! PPI claims during and after an IVA

This IVA was signed off and completed over a year ago now, but in the last few months, conformation of the successful claims has been made and funds credited to his account.
The amounts are in the thousands, but to me, unless there is a clause in his T&C's that say otherwise, one the IVA is completed, any claims funds should be his!?
anyone know if this is right??

Interest accrued maybe payable to the complainant, but only if the amount owed is less than the redress awarded.0
