trouble with CPP payout and procedure for appeal

I would be so grateful if anyone could help me with this. Between about 2005 and 2008 I was forcibly sold card protection. I was also sold it before 2005, but as I understand it there is no way to claim back pre-2005? Anyway, the sale people insisted that I had to have this stupid CPP before I moved credit cards to transfer debts. Years later they wrote to me to say they owed me money. I had been meaning to apply myself via MSE, but thought I should use their forms. I also added my new address to the form, as it was sent to an old flat of mine which i now rent out (at a loss!)
This was months ago and when i went to the flat to see my tenant, she gace me the unopened letter with a cheque in it for...£45! Now i am sure that i paid them around £9 a month for years. Even worse, my appeal time, according to CPP, has expired. So is there any way that i can still appeal? £45 seems so little compared to other payouts on the forums, and I believe that they deliberately sent that cheque to my old address. Help and advice needed. Thanks guys xx
