    Some areas/houses are more attractive to HMO "groups" as opposed to families as well so it may be the local market. I'm thinking students or other groups of transient individuals here.

    Oh, indeed. But that's why he doesn't want to - not why he can't.

    It adds a third option to the two the OP stated he had, though.

    - Rent illegally as HMO
    - Sell
    - Rent legally as single-family homes.
