Fife Properties Ltd - nightmare

Hi, I need your advice please.

We complained to Fife Properties Ltd, regarding my partner's rental property. Jim Parker the CEO/ Group Office Owner replied to the complaint.

Three paragraphs of the letter signed by Jim Parker state:-
" First of all can I make it absolutely clear that Fife Properties is a completely separate company trading from Century21 before. Fife Properties has been going for over 40 years now in the Leven area at 9 Mitchell Street and took over the leases at Glenrothes and Cupar and began trading at these premises as well."...
"Fife Properties took over the management of your property from August 2012 and this is all I can comment on If you have a grievance with Century21 prior to this you need to take it up with the as we can't help you."
...
"I can conclude that I feel we have complied with our terms and no further investigation should be undertaken."

The fact is that Mr Jim Parker never sent us copies of the signed letting agreements between my partner and Century21 and Fife Properties Ltd. Though it was requested in our complaint letter, Stage 1, that signed copies be provided. We also requested copies of all handover inspection reports of the tenants as well as copies of the regular inspection reports by the first tenant. Jim Parker failed to provide us with signed copies of letting agreements, tenants handover inspection reports and all of tenants 1 regular inspection reports. We only received tenants 2 inspection reports, and then it would appear that tenant 2 had been in the property for 9 months before the first inspection report was undertaken.

The original complaint had been made by email, and Jim Parker responded. When we decided to embark on Stage 2 of the complaint we were told that complaints will only be acccepted by snail mail , not email. Yet Jim Parker had accepted complaint Stage 1 via email.

One of the things we did, was to contact Companies House, who register all limited companies and it clearly states in the records that Jim Parker is the Company Director for Fife Properties Ltd and that Fife Properties Ltd previous name was Jackson & Parker Ltd and Jim Parker was company Director for them as well. Which in my understanding makes him the owner of Fife Properties Ltd and was also owner of Jackson & Parker Ltd (which was Fife Properties Ltd previous name).

I checked with Century21 UK via telephone, and they stated that from 2006, Jim Parker owned Century21 (Cupar branch), via his limited company - Jackson & Parker Ltd. Jackson & Parker Ltd changed its name to Fife Properties Ltd in 2011. There is evidence of the Jackson & Parker Ltd and Century21 relationship on the s1homes website and housespotters website.


So in a nutshell, can anyone help us with the following information please:-

1) When we ask for copies of all inspection reports/ hand over reports and letting agreements, can Fife Properties Ltd with-hold that information, and if so, why are they allowed to do that?

2) Based on the evidence from Companies House, with reference to his letter, is Jim Parker correct in saying that if we have a grievance with Century21 prior to this (referring to August 2012) we need to take it up with Century21, because Fife Properties Ltd cannot help us? My understanding is that Jim Parker owned Century21 (Cupar branch) via his limited company Jackson & Parker Ltd/ Fife Properties Ltd and therefore Jim Parker would be responsible for all the paperwork relating to my boyfriend's property.

3) In Jim Parker's letter he states "I feel we have complied with our terms and no further investigation should be undertaken." Does that mean that Fife Properties Ltd will not consider our complaint at Stage 2 level? Does this mean that we have exhausted their complaints procedure?

Why we were wanting copies of all inspection reports/ handover inspection reports and signed copies of letting agreements, is that there is damage in the property and we want to know when it was first noticed by the Century21/ Fife Properties Ltd inspectors.

    Your post really needs to be completely rewritten, it's very hard to understand what your issue is. I think (but I'm not certain) that your partner is the landlord and you're unhappy about some aspect of the letting agent's actions, but you wander all over the place so it's not clear what you're unhappy about. I'd suggest that you explain the background and the issues more concisely, bullet points are good for that.

    I should also add that naming the person may not be a great idea and it's really not necessary at this point.
