ebay, but you have to be quite smart with the search criteria. The questions that get the best answers are the questions that give most detail....0

The best place is
http://dvlaregistrations.direct.gov.uk/
They start at £250 including all the transfer fees.
Many of the "other places" sell you the same registration for a lot more money, as they simply buy it from the dvla, then add their mark-up.
EDIT: Sorry, misread post.
The dvla don't sell the 3 letter first style direct, only the B16 BOY type and the
DE51 GRL type.I want to go back to The Olden Days, when every single thing that I can think of was better.....

for numbers followed by three digits or three digits followed numbers you would need to look at the likes of the DVLA auction
http://dvlaregistrations.direct.gov.uk/auction/
I bought my plate at DVLA auction and it is a single number followed by three letters
also look at E Bay and other on-line auction sites
also look at the auto trader page linked below and it will take you to a page with a few places that sell private plates and it has a quick search option to quickly finds plates that fit what you are looking for

Three letters followed by four numbers is standard Northern Ireland format.
Very cheap - prices start at under £20 - and of course you need to pay the £80 transfer fee, to swap it over for whatever number you have on your car now.
They have no year indicator at all - so are referred to as 'dateless plates' - so you can put them on any age of car.
Loads on eBay.
Here's an example seller:
